The Right to Education, beyond coverage. The Telesecundaria in Guerrero, México

We discuss the implementation of the Right to Education in Mexico from secondary education, which is part of compulsory education since 1993. The analysis shows how the Mexican educational policy rather than move towards an education project focused on equity shares only to tie implements educational offerings with the rapid population growth, operating quantitatively educational requirements. This occurs in telesecundaria since 1968 can provide education to remote and marginalized communities, and now poor Guerrero entities becomes a remedial system to cover low-cost education.
